Canara Bank — death claim requirement - letter of authority

Regarding my grand mothers death claim application, all documents required for death claim application are submitted to the bank. Now the requirement is, in the letter of authority we have authorised a person among us to get the claim but now bank person says all legal heirs should be physically sign on the letter of authorisation at the bank. Is it really required? if so why it is mandatory to get sign on claim form to get it signed in presence of village head or equivalent?
