Canara Bank — Escalation on a manager in Tamilnadu

I am gayathri from Bangalore .My parents are doing agriculture and they are staying in tamilnadu and they have an CANARA BANK account in Bank Street, (Near Bus Stand), , Periamittoor, Vellore Dist, Tamil Nadu - 632 516.They had an agricultural loan and they are paying it monthly and they do hae gold loan in the same bank. They was a agriculture loan policy where one has to sign for another person such kid of policies .So my parents singed for one of my relative in there village who has more land and house property etc .That person is not paying the loan, so the manager is not taking action on the person who din't pay he is behaving harshly to my parnts and he is not allowing my parents to clear the gold loan nor renewing the gold loan .I just want to escalate on him Please do help me in this situation .It will be greatful .
