Canara Bank — fraud probable case

I have paid a trasaction on the date of 12/05/2019, but this is effected my account that debited from my account but not credited to the another account which should be transfer.
Both debited and credited are effected by bankin sector channel
In my opinion this should not be fraud case but may be there is fraud probable case
Plaese go and see the in depth of this matter
I have paid llb form of my brother, to the bhim rao ambedkar university login and form fill side in which form payment first time failed transaction show but my balance was deduct
After till 12 to 19 may 2019 date, no refund are made.
So this is a big question where is payment made. Please clarify in this matter to also to a second and also for coordination of this amount.
