CC Avenue — amount debited but not credited to the vendor

With reference to my application for admission for a particular university, the payment was made through ccavenue. On the payment page through credit card, it resulted in some error page, but the amount was debited on my card.

While the amount was debited and ccavenue confirmed of having received the amount, but they did not transfer the same to the university nor they are able to provide us the proof that they have paid to the university as per their claims of having made such payment.

This company ccavenue seems to be a fraudulent company trying to make money through such incomplete transactions and not able to reply back with adequate proofs.
