Central Bank Of India — payment failed to paytm from debit card

On 7/11/17 i tried to add money into my paytm wallet for the sum of 500 rupees, but the amount was deducted but still not added to my paytm wallet. I tried to contact the paytm customer care and they informed me that the amount was denied by the bank so consult them regarding it.
So on 10/11/17 i approached the bank and they told me to make a written complaint regarding the same and submit it.
they also told me that this issue will be resolved within 7 days but it has already been 13 days still the issue is not resolved

27 days into my issue still didnt get the refund back and no body contacted me
