CESC (Calcutta Electric Supply Corporation) — Excess bill for last month

I received an outrageously huge amount in my electricity bill for last month, however when I told the officer in the CESC ballygunj office to initiate an investigation, he told me to pay the bill to avoid line disconnection then, submit a letter to the senior executive officer. How am I supposed to pay such a huge amount.
