Citibank — account blocked without prior notice

My account has been blocked without my notice and when i checked with customer care they said it is blocked. This happened on the 30th of august while i was away in malaysia, it is showing error to contact customer care. When i checked, they said that my account is blocked and they tried referring me to a particular building which i have called for more than 8 times and they're either busy or don't want to pick up. I have money in there but i can't withdraw and every-time i call they just tell me account blocked and i haven't being to get in touch with the number the customer care representative gave me because they never pick up the calls, please i would like my account to be closed or unblocked or refund should be made to me.
