Citibank — Extra interest charged on Card Loan

Citibank is telling that Government has introduced New Rule that they should charge 15 % tax on the interest for old loan ST 14%, SBC 0.5%, KKC 0.5%. They putting extra tax on the prompt payers like me. They are not at all reducing intrest on the EMI at all. They are simply charging extra and extra interest. Now they are charging extra tax on the old loan EMI. This is against the Banking rule.
