Citibank India — ACH Payment link, Debit card all are blocked and doesn't work on my A/C

I have opened a brand new NRI account with Citibank India on January 3, 2023. Initially, my account didn’t have any money. I started setting up the ACH payment for remittance.

Part 1 - ACH payment - I tried to setup the ACH payment last week on 1/9. On 1/11, my local USA bank processed by transacting $0.18 (debited and credited the same amount). I did not receive any notification or email to verify the initial transaction from either side of the bank. I saw the transaction at my local bank portal. I kept on calling Citibank to know the transaction status from Citibank end but with no avail. They kept on telling me your local USA bank should validate. Post local bank validation, I should be all set. I see my savings and checking account both are listed under my Citibank account listings but “REMIT NOW” button doesn’t work. It is in an inactive status. I cannot transfer money from USA bank to India bank.
So, I called bank again, on 1/16, they told me - oh you missed the “Verify now” window to validate both the accounts that you registered with. Your both accounts that are listed under Citibank account is of no use. Because I didn’t click “Verify Now” button on time. How on earth I would know that something is waiting at my end to verify? No one told me when i was inquiring about that transaction status? There was no email, text or communication to me to notify that something needed to be verified at my end. In this case, ACH transaction was waiting for me to be verified.
I logged in every single day to check for messages or email. I didn’t find any communication under my login! Now they are telling me, I missed clicking the “Verify now” button on time and now it’s too late?
They then raised a ticket to now delete both the account (checking and savings) to start fresh. Now I need to go and create a new account to establish the connectivity with the USA bank to activate the ACH payment. Which means I need to wait for additional days to complete the process if everything works accurately to start using my account.

Part 2 - I have activated my Debit card. My savings account has balance as one of my friends transferred fund to my account. Because my ACH payment setup is broken. I was trying several times to recharge my Airtel mobile number with the Citibank Debit card. Airtel charged amount is way less than what I have on my savings account right now. The online transaction would decline every single time. I called Citibank 10 times... every time 40/50 mins wait, and the issue is still not resolved. Many times, it so happened, when my call arrives to a point when I only have 1 min left to get on the line to talk to the Customer Rep, my call would simply disconnect!!! C’mon guys!!

The answers that I have received over my several attempts to speak to a rep:
1) First, they said, I have no money in my account, that's why debit card is not working. Deposit some money on the account, card will start working.
2) My friend transferred some money. Customer Rep says Oh, you have money now? we have requested to lift the block on your card. Wait for couple of hours and try again. If card doesn't work, then call us back again.
3) Card didn't work after 12 hours. I called again. This time the answer is your ACH payment process didn't take place hence debit card will stay blocked.
Seriously? WHY?
4) Another employee called and told me in between that – I don’t have a KYC; I didn’t submit the Axis merger consent. All of them were given as part of my brand-new account creation. Later, they realized that part at least, called me and apologized for the miscommunication.

I'm frustrated to the limit!!

Worst part is every call the customer rep would say something different to me. Every single time!!! No consistency to the answers that i receive on my problem statements. Every single call, a different answer!!! Employees do not even know the common rules of their system before they can guide their customers accurately. It’s extremely frustrating. They are severely lacking training to handle customer service !!!

Bottom Line on TOP - My ACH payment link is broken; My Remit button doesn’t work. I cannot transfer money from my USA back to Citibank India. My Debit card doesn’t work as it is blocked. I cannot add a Payee to my list to pay out fund even though I have a balance. Add Payee feature is blocked, Everything is declining on me.
