Citibank — problem with citibank membership fee

Dear sir, I am user of citibank credit card near about 1 year at the time of giving me card company dint tell me that you have membership fee in this month bill I show 1000Rs of membership fee . I talk to costumer care they told me you have to use 30000 Rs in year . I was all ready use 29400 Rs I request to them who cane use 29400 Rs for 600Rs why I pay 1000 Rs for it .
