Citibank — regarding yearly charges

I own a citi bank reward credit card, while giving this credit card from bank it was told to me clearly that once i will activate this card then only i am going to get the yearly charges. I have never used this card and never activated it. Now i am getting a bill of 1476 rupess as a yearly charge.
Please wave off this charges and close the credit card account.
