Cognizant — offer letter on hold after confirmation from hr

I have attained an interview on 11 may 2019 where i have cleared all the rounds. On 13 may hr called me and asked me about my expectations. I told him i am in my notice period & need my offer letter early. So he told me he will give it in 2 days. So i said no to my current offer & wait for the offer. Its been 1 week i haven't got offer. On 22 may they mailed me that my offer is on hold. Because of this i lost my previous job too. Can anyone help me because i am jobless now.
