Escalate the issue to Brian's office. They have been doing this for many employees including me. I worked for the shame company for three years. Its part of their unethical retention practice. Not anything else. Actually its being carried out at national level. Almost all organizations are doing the same. So Relieving Letter does not matter, if the other company is ready to accept you. Because, they know the reasons behind it. Not relieving you just means that you are very talented and the best fit. Thats all. No need to worry about. When you attend the interview with other companies, you just tell them the same - "They are not willing to relieve me." This is enough. You will be able to secure a job. Because, as of today, the corporate sector is struggling without best candidates. Don't Worry.
