Sub: Complaint dated 11.06.09 sent through pots regarding theft of electricity

Sir,

i am to say that my tenant Sh. Amarjeet Singh s/o Beant Singh is very much irregular in case of payment of electricity charges due to this electricity connection was disconnected on 09.04.07 & meter was removed by your office but the fittings of the elecricity and the live wire of electricity has not been removed. As such, he comitteing theft of electricity since long and still the electricty bills sum of Rs. 10780/- is still stand due againt him. He is solely liable to make the payment of the dues of electrcity charge because I reqeusted so many time to deposite the same but he did not bother.

I also made a complaint to Corporate Legal & Enforcement Cell, Andrews Ganj on 28.08.09 with copy to G.M. Enforcement, West Zone, Hari Nagar, New Delhi. But, no action has been taken by either side. Even no responce has yet been received from CEO, BSES Rajdhani Power Limited, Nehru Place, Delhi on my compliant dated 11.06.09.

It seems some of officers might be in collusion with the above said tenant have not taken any legal and penal action against the above said culprit and he is continueing to enjoy the electricity without making the payment of Rs. 10780/-.

Pls look into the matter.

    My CRN Number is [protected] and meter number is 28047341 installed at A- 6 East of Kailash Floor. I have been getting inflated bills for the past 6 months i.e. from May , June, July, Aug, Sep, Oct'09. In fact I was out of town for the whole month of June and I got the largest bill for June usage!!!!!.

    I even lodged a complaint in July and they tested my meter and said it is working fine. Earlier i.e last year my pattern o[censored]nits was between 750 to 850 in these months but this year it has risen to 1000 and even more than 1300 in one month.

    I cannot even understand why it should be even 700 to 800 leave alone 1000 to 1300 units when I use a Single AC- only at night, One refregierator and sometime a press and geyser very rarely. I have mostly CFL lights in the house. I am working the whole day so mostly the usage is only early morning and late evening of the lights and fans also. When I used the calculation index given in the bill - the max units with max usage as above should not be more than 400-500 units.

    I am quotig units and not money here because rate can change but units shouldn't as people, usage and number of appliances is exactly the same.

    Please check and correct.

          Complaint Against Electricity Bill CRN No. [protected]
          Sir/Madam,

          This is with reference to the complaint against electricity bill. The above meter is in the name of Smt. Urmila Devi vide connection no. K.No.: 2511 N702 0685 and CRN No.: [protected] R/o B 25-A tigri ext., New Delhi-110062. We received the electricity bill for the period of 18.07.2009 to 18.09.2009 and I got shocked when I saw the bill i.e. for Rs 63,820.00. Since the time the meter was installed we never got the such big bill. Last bill, which I was paid for the month of Jan to may 2009 was for Rs. 5230/-. This is excess billing is done due to not proper reading taken by the executive authorized for this area. Amount billed for 16000 units approx. which was consumed from the Jan 2008. But all the units consumed shown in this above period and bill charged at higher rate of Rs. 4.65 per unit. I am domestic consumer and my electric consumption is very low. Therefore you are kindly requested to please correct/rectify the bill so that I can able to make the payment immediately.

            We have already bill No. 230336 for Rs. 820/- through credit card, but the same has beeen added as areear in the next bill no. 319670, BSES has not checked and updated its records and unneccassary causing a trouble to us by issuing an inflated bill.

            These utility company is making money out of these practice.

            we stay on rented rooms and our landlord charges 5 rupees per unit which is unfair and when asked why they say that everyone in the neighbourhood does the same. we are having to pay extra and their bill as well...please look into this matter urgently ..
            Excess Billing

            This is to inform that there has been constantly been a problem with the bill that have been generated, for at least 4 month I never even got the bill.There are certain issues that I would like to highlight upon:
            1.The last bill which was generated was in the month of DEC09 and it Rs 450 and it was paid on
            18.01.2010.
            2.Then for the month of Jan, Feb, March, April the bills were not generated but when I checked it on net in
            April it was Rs 801.00.But as I had not received the hard cpy so I never paid it.
            3.But now the bill amount which comes to me till June month is Rs. 2450 in which the Arrears ar show to
            be Rs.807.87 and the Current month charges are Rs1651.79, So the total is shown as Rs2450.00.

            keeping all this in mind I am not sure that all this is correct as For 4 months the bill was Rs 801.00 and for another 2 month the bill amont reaches to Rs1651.79 how come it is possible.

            So kindly request to look into the matter and send me the correct Bill so as I can submit the amount.

              Dear Sir,

              I have been getting inflated bills from BSES regularly & paying the same because of fear of disconnection. I also filed complaint against it but of no use. Now I have lost all my hope of the system which includes Delhi Government (Shame on you CM) & the company which has been awarded distribution rights. I opine that such jobs which are associated with the common public directly should be awarded to honest companies like TATA & INFOSYS & not to the infamous cheaters and robbers like BSES. No system can change if the common public doesn't wake up. So, getting redressal from these people is waste of time. Only a revolution can save us.

                Since last many months our meters are running very fast due to which we have to pay high electric bill .
                This month the electric bill for our 3rd floor is approx 6000 /- which is very high as there is bare usage of electricity on that floor ... Plz solve my problem .

                  Subject: Excess billing against CRN No. [protected]

                  Against the above connection a complaint was lodged with BSES on account of excessive billing on 12th Aug 2009 and the necessary fee was deposited to facilitate investigation by BSES personnel. In brief, the bill indicated 4145 units consumed during the period July-Aug’ 2009, whereas in comparison, during the previous year the unit consumed were 1465 for the same period. This unfortunate and fatal error in billing occurred despite the fact that no new equipment has been installed in this period in the premises and hence question of increased consumption does not arise. However, in good faith the bill amount of Rs. 18,790/- was deposited in anticipation of retrospective correction at your end.

                  The excessive billing has started cropping up ever since the new electronic meter has been installed in the month of Dec 2008. For you easy understanding of the situation a tabular presentation of the billing data is appended below:

                  From the above table it would be clear without doubt that the BSES electronic meters are faulty and inaccurate and are a cause of great “harassment and anxiety” to its consumers. Please refer to column D to see the percentage increase in billing over the previous period.

                  On 26th Aug’ 09 a personnel from BSES reported at site and after checking the meter declared the same as defective and replaced it.

                  As of date not only the agony of excessive billing continues even after the replacement of the defective meter but on top of that BSES has not taken cognizance of the complaint made on 12th Aug, 2009 while issuing the bill for the month of Oct’09, copy enclosed and marked as annexure C. The current bill shows 2464 units consumed during Sep-Oct’ 09 as compared to 1015 units consumed in the previous year during the same period, an increase of 142% in consumption, which is absurd and illogical.

                  I therefore seek help of this forum to resolve this matter which is a cause of great anxiety and harrassment.

                  Dear Sir,


                  This is to bring to your kind notice that my electricity bill is highly inflated for the last 5-6 months which is putting me under a lot of financial constraint. Each time for fear of disconnection and want of time, I have been making the payment hoping that it would be the provisional bill and the next time the bill would be as per actuals only to be mistaken.


                  It appears that the meter is faulty and it makes no difference whether the resident is using A.C. or not or even if there is minimum consumption as the bill seems to be generated at some random number. The statistics over the last one year is given below which would be indicative enough for you to analyse the faulty meter reading:-

                  1.This is with reference to BSES letter no VP/BRPL/[protected]/8/38 dated 4/09/09.

                  2. Pl note that this is my third unanswered grievance note to your department on the a/m matter

                  3. GRIEVANCE A: I am in complete disagreement with calculations and Billing done for the months of Aug and Sep 2009. The total Sum being Billed to me for Jul- Aug as per your letter and Bills received thereof are for Rs 9475/- which is absurd especially since we were travelling out of station during a large portion of the above duration. It very clearly seems that BSES is trying to make money at the cost of the consumers. I would immediately demand a refund of the money which has already been paid to your office through ECS. As per your letter you are passing off the excessive billing of Aug 2009 due to part payment of July 2009. However, the entire amount billed is almost double of what it should be even after catering for the 10pc end of Govt subsidy.

                  4. GRIEVANCE B: In addition to the above Bill, I find that most of my bills in the last 6 months are more than 150 pc higher than what they were in the previous year. I would like an immediate check to be done of my electronic meter since it is clearly defective and excess amounts paid by me to be adjusted against future payments.

                  5. The matter of excessive billing is of a very serious nature and is causing extreme anxiety and harassment. Also seeing the lackadaisical attitude of your department I am immediately stopping ECS payments until the above matters are resolved to satisfaction.

                  1. The average monthly consumption as per previous bills is 62 units per month, which is tabulated below and the bill for the same is being paid regularly.

                  2. Meter reading is being taken regularly by BSES representative.

                  From the above it is quite clear that I am a genuine customer.

                  Being the genuine customer, today, on 21.05.2010, two officials from BSES visited to site and told that my connection is to be disconnected due to non-payment of bill, since neither I have received any bill nor any notice from the BSES. Now I printed the bill from internet and found it is showing total units consumed is 8207 in 4 months i.e. from Jan.10 to May 10, whereas in comparison during the previous 27 months unit consumed were 1683.

                  This unfortunate and fatal error in billing occurred despite the fact that no new equipment has been installed during this period in the premises and hence question of increased consumption does not arise.

                  This is bringing into your notice that in the first week of June 2021, I received messages from BSES for submission of self-reading due to pandemic, on 6/June/2021 I submitted the self-reading, then in the first week of next month (July) I tried to submit self-readings through BSES app, but I was not allowed to submit readings.

                  When I received the bill in the next few days, I was shocked to see the bill amount which was 24, 633.47,

                  In which Rs. 7, 638 has been added for the month of May,

                  I want to know why I was not allowed to submit self-reading? And none of the employees of the electricity department came to take the readings due to the epidemic, then on which factors the bill generated of this much of amount? the previous bill was Rs. 7, 638 and this time how was it generated for Rs 16, 995?

                  I am shocked to see such a bill, till date this much of bill has not come, you can check our previous bills.

                  I therefore seek help of this forum to resolve this excess bill matter which is a cause of great anxiety and harassment.

                  These grievances should be addressed at the earliest.

                      Dear Sir / Madam,

                      I'm hoping to get some assistance / help to my predicament. I have 2 electricity connections with BSES. They installed the new meters about a year or so back and since then the bill is constantly coming much higher than previously.

                      The latest issue is that the bills i received for Aug were hugely inflated. My CRN for my 1st ac is [protected] and my new K No is 2510 N463 8597. The CRN for my 2nd ac is [protected] and my new K No is 2510 N463 8598. For the month of Aug the bill for the 1st connection was about 30-40% higher than usual. On the 2nd ac the bill was double of what is usual.

                      I'm sure you will appreciate that for a retired services officer surviving on a pension this is bringing a lot o[censored]ndue and needless to say unfair burden. I find this even more preposterous when during this billing period we were faced with huge power cuts sometimes upto 10-12 hours a day. It is but common sense that something is drastically wrong with the billing. In essence what i'm being told is that i will be charged much more and huge inflated bills while the supply i receive was much much less than normal. How can this be right.

                      I'm requesting someone to please get some justice for this retired officer.

                      Dear Sir
                      I am resident of Sector B Pkt. 2 Flat 2201, Vasant Kunj. There are following problems, which BRPL has to attend to, on priority basis.
                      1. The street light provided in Sahyog Aptt. block (Flat 2193 to 2208) had underground capable, which are now lying on the ground. At places, these are naked. There is possibility that some children may get electrocuted. Immediate steps are to be replace the cables and get these under the ground.
                      2. Park behind these blocks, has no street lights. The High intensity light is placed at the centre of the park, is not functioning for almost a year. This need to be repaired.
                      3. This park has a jogging track. Some street lights are to be installed along the track. The unwanted elecments gather in this park at night, taking advantage of darkness. Adequate lighting in park is requested.
                      4. The road opposite the above referred block, Arya Smaj Mandir and Muskan school of metally retrarded children had sodium lights, which are either stolen or moved to other location by your staff. This road need to illuminated with sodium lights, to avoid accidents.

                        we are the domestic users of BSES having domestics connection of 5KW bearing CRN no [protected] we have received the bill for the month oct'09 for 9120/-.
                        we are using basement for domestic usage for our internal requirement as we have one room for slepping with no airconditioners or heavy motors installed there the only whihc is being used is 1 tubelight & 1 fan for max 8-9 hrs. the bill of 9120 is extermely next to impossible and we can challenge on this.

                        I am Vice President of 'Welfare Association G Block Hari Nagar; Regd. in 1978. Our area residents too got inflated bills during the months of Aug.-Sept. 2009. These were 100 to 150 per cent more than the usual. Complaints were lodged with DERC but BRPL has been justifying this increase without giving valid reasons. They have not been admitting the fact that their billing software is faulty. Second thing noted in our area is that Earthing Connection from pole to meter is missing in majority of the residents. This can result in electrocution whenever there is short circuiting in domestic wiring or any electrical appliance. DGM(Comml) at Maya Enclave office in Hari Nagar informed that if theEL LED on electronic meters blinks, it shows that there is earthing leakage in internal wiring. In these cases, meter run ten times faster till this problem is rectified. This information has never been intimated by BRPL or NDPL to their users. Consumers pay inflated bills without any increase in supply or actual consumption. Electronic meters are sensitive and no one notices that EL LED on meter is blinking.
                        June 2014, all residents of Siddhartha Extension Pocket C (near Ashram Chowk) have got inflated billing. Me & My neighbours have been `uniformly' billed at Rs. 10, 000/- per head for no rhyme or reason. Previously the bill would be Rs. 2000/- per month, then the billing increased to Rs. 4000/- per month, then the billing increased to Rs. 6000/- & now it is whopping Rs. 10, 000/- per month.

                        BSES is using incorrect practices...

                          I am a senior citizen, residing in mehrauli with my family. my electricity connection is in the name of my late husband, dr.ram niwas sharma, bearing CRN no.[protected]. today that is 14th oct,2009 ,around noon there was no power in our house , i complained to BSES, the BSES employees responded promptly and came to restore the power. after investigation it was revealed that my connection was cut, WITHOUT ANY PRIOR NOTICE, due to non-replacement of the old meter and they left leaving us without power.we had to suffer the whole day , in the evening my son came from work and he called up BSES Vasant Kunj,where he was directed to talk to MR.GARG. mr.garg's manner was rude and he told us that if you want electicity give an undertaking that you get your meter replaced by tomorrow.
                          Should senior citizens, who have never failed to pay the dues of BSES and DESU , be subjected to such behaviour????
                          Is BSES being run by Mohd. Bin Tughlaq???
                          Do we have any rights , in this free country, as "aam aadmi" , to get our meter replaced according to our convinience. Atleast the CM can ensure a female senior citizen's CONVINIENCE or is it too much to ask for?
                          I would like to know, whether it is mandatory to replace our old meter in order to get some electricity in our house.

                            Dear Sir/Mam

                            There is a big bunch of cables (electric) in my balcony at Flat No.4, Stree No.15, WZ-6A, First Floor, New Mahavir Nagar, New Delhi-18. I have written complain so many time since last four months at [protected]@bsesdelhi.com along with pictures of cables. I am sorry to say that no body has attend till date for removal of those cables. There is heavy sparking on 4th of this month earlier also huge sparking has occurred but no action has been taken till date.

                            Kindly remove those cables from my balcony.

                                    I have been grossly overcharged for the electricity consumed, both at my home and my clinic, ( C- 494,Sheikh Sarai 1 and 31 gurunanak market, GK 1 respectively) and the complaints to the the concerned authorities are met with total SILENCE, and the bills very categorically state that if the bills are not paid the connection would be disconnected!!!
