BSNL Broadband Service — unable to give me connection

BSNL Haldwani, Nanital, Uttranchal has told me that they are unable to make Rs.3300 from me as they are unable to give me UL3300 connection as they donot have spare line to provide me. The leaders of India want to make India a superpower yet they cannot provide me with a simple broadband service. How terrible is that. A joke of the world is what i like to say of BSNL(bai sahab nahi lage ga). I dont understand as to why dont they privatis this rubbsih company and get it over with. I have subscribed broadband connection till date I can't make conected I have complained to JTO in our telephone exchange, i.e. in Yazali, P.O.Ranganadi Project, Yazali-791119, District Lower Subansiri, Arunachal Pradesh.But they told me that you should install CD. Therefore, why they don't take responsible for give me CD. Following are details-
