B.S.N.L — error while dialing new mobile no series starting with 95 & 98

i can't dial new mobile no series that start with 95 or 97 (ie 95xxxxxxxx * 97xxxxxxxx )
i have found that the problem is only in my exchange area ( kalyanpur kanpur india ie landline no starting fron 257XXXX).

as i press 95 or 97 it start saying dialed code doesnot exist please check the no.
it is so fast that i can't even dial full no & it start error message
