BSNL — mobile tower fail

sir, my mobile number is [protected], and i am using the plan 550.i am not satisfied about my bill amount, thats why i applied for detail bill, by checking that detail bill, i found that for every local call it charges rupees 1.according to 550 plan for own network there is .40ps and for other network has .60ps.so i request you to kindly found the problem in my bill.

before 3 months the bsnl tower works had finished in my place (KOLAKKAD, Kannur)
but till now they are not charged the tower.We are around 2000 of bsnl and Aircel customers are waiting for it. Pls do the best immediatly.
Immediatly make the tower working condition.
