Cable — cable not working

With the installation of new set top box which was installed at a cost of INR1450.00 as set up charges, we have been experiencing NO service with the prompt "No Signal - Pl contact your cable operator". Against contact number the set top box programming simply shows CABLE OPERATOR.
My cable operator/franchise is Blue Star Cable ............amdakadal........operated by one irfan .........with phone no[protected]///[protected]////[protected]..............alll useless numbers no response.............plz guide me where exactly to complaint & make these chaps accountable
