[Resolved]  ECHS — Payment made to Hospital

Dear All
I admitted my patient to ECHS empanelled hospital with ECHS referral and cost approval.
But on the previous night of surgery doctor asked me upfront payment towards cost of surgery ( 4.0 lacs).
And he assured to return it when his bill will be passed by echs.

Looking towards seriousness of patient , i negotiated and settle the doc on 2.0 lacs.

By the grace of god now my patient is well after major surgery.

Now whenever I want to discuss my settle ment doc and his staff is avoiding me and even not submitted bill to echs after 2 months of surgery.

Request all to suggest me the solution how I can get my money back or may ECHS help me to get the money back.

subject : LOCAL PURCHASE OF MEDICINES BY INHS ASVINI


Dear Sir,

I Sukhdev Singh Rank: EXSCPO, No. 058248-H resident of Nerul Navi Mumbai would like to bring to your notice that the present system of local purchase of required medicines is upsetting and is an harassment to the patients especially for those who come from long distance. This is the second time incident happening with me and I am of the opinion that this is an administration problem.

On 12th Jan 2011, I left my home from Nerul Navi Mumbai at 6am reaching INHS ASVINI by 9am and approached ENDOCRONIC for routine checkup which finished by 11am. The medicine prescribed by the specialist was not available and hence issued me Local Purchase Order (LPO), and as you are aware that the LPO has to approved and signed by the Head of the Department (Medical Officer), This approval can only be done at 2pm then hand over to LPO Section, so I waited for that long, but even after waiting till 2:30pm the approval was not given. After questioning the staff for the reason they said that I will have to come tomorrow to collect LPO and hand over to LPO section.

After traveling such a long distance I am not getting the required treatment and the medicines due to your system incapability. As per my prescription this medicine should have started with immediate effect but could not happen because of the system error.

On 13th Jan 2011, I had then approached to Officer-in-Charge ECHS Nerul for required medicine named SAXAGLIPTIN TABLET ONGLYZZA – 5 mg which I have to take regular for 3 months, but the person in charge stated that he cannot make any Local Purchase as it is not a regular medicine and the person in charge also mentions that he is not authorized to purchase any medicines.

ECHS INHS ASVINI has refused to entertain any medicines written by specialist at INHS ASVINI.

Earlier also facing a similar problem I had written a letter dated 16th Jan 2010 and one on 2nd March 2010 but so far no action has been taken.

I would like to request that the concerned authority to take an action against this or suggest me an alternative so that people like me don’t have to go through these kind of situations again.

I was taken my daughter to MIOT Hospitals, Manappakkam, Chennai-89 on 14/09/2011 with ECHS Poly clinic referral form. We have advised not to make any payment to the referred hospital since the bills will be cleared by ECHS Poly Clinic which is situated at Tamilnadu secreteriate Campus. But when we entered inside the hospital the situation was totally different. MRI Section-in-charge advised that you have to pay Rs, 2500/- in the bill counter, otherwise go and get the signature in the form which i am giving.
we are totally upset, then what is the purpose of form given by ECHS oly clinic. Miot Hospital to that Poly clinic distance is around 35 KMS. It is not possible to me to take my daughter (who is getting pain at Lumbo Sacral Spine) alongwith me to the unwanted journey. Like this way they are created a situation to me so that I will pay the money in the counter. That was happened also. As a father I don't want to take chance in my daughter's health. Finally I paid the money and took MRI of Lumbo Scral Spine. When I was reported this matter to ECHS Poly clinic for reimbursement they told that We already informed orally and also we mentioned in the referral form also not to pay the money. We are not responsible for that money. Referral hospitals are harasing EX servicemen
