Sub: Complaint regarding the delivery of cylinder.

Ref: (1) Domestic LPG Consumer No: 10751. Distributor Code 247803 , SV No: [protected]/ Parthiban Indane Gas Agency, No:5, (Upstairs), 3rd Cross Street, Zamin Pallavaram, Chennai 600 043 – (Phone Numbers[protected]/[protected]

Kindly refer to my earlier E-Mail dated 17/12/2011, addressed to the Manager, Parthiban Gas Agency vide [protected]@yahoo.com and a copy marked to your office regarding the supply of Indane Domestic Cylinder. In this connection, the following are furnished for your kind information and immediate action.

1. Originally, Domestic LPG refill Cylinder was booked for the consumer number 10751on 19/11/2011, through IVRS, (booking reference number 243269) for which SMS was received from IOL VIDE SMS Sender Number 544112 dated 19/11/2011 at 10:53:39 Hrs.

2. Against the booking said above, I received another SMS on 15/12/2011 (at 15:56:10 Hrs) stating that Cash memo 4297 was generated for the said booking number VIDE SMS Sender No: 544112dated15/12/2011.

3. Till 20/12/2011 no refill cylinder was delivered from the agency. I contacted the Agency over phone on 17/12/2011 requesting the status of the delivery. It was conveyed by the clerk that the actual booking received from IOL was on 25/11/2011 and not 19/11/2011. A complaint was sent through e-mail on the same day to the e-mail id [protected]@yahoo.com (printed on the cash memo) requesting them to state the reason for belated registering of refill on 25/11/2011, instead of actual date (19/11/2011). No reply was received from them yet.

4. It was also conveyed on 17/12/2011 that the cylinder will be delivered in a day or two as the seniority was already attained. A complaint was sent through e-mail on the same day to the e-mail id [protected]@yahoo.com (printed on the cash memo) requesting them to state the reason for belated registering of refill on 25/11/2011, instead of actual date (19/11/2011). No reply was received from them yet.


5. On 21/12/2011 the agency was again contacted and enquired about the status of delivery of refill, and it was told that in another 2 days the cylinder will be delivered. On pressurizing them over phone it was told that the cylinder will be delivered immediately under “EMERGENCY QUOTA” but the clerk forced us to accept the cylinder without bill, stating the reason that though the bill was generated, it is lying in the godown and the delivery men delivered the cylinder without bill.

6. The cylinder was delivered on 21/12/2011 at about 2pm by Mr Kothandapani. The delivery man asked more money, over and above the price printed on the bill, as he had paid excess amount to the agency to bring the cylinder on emergency.

UNDER SUCH CIRCUMSTANCE, It may kindly be enlightened:

1. Whether the Agency could deliver the cylinder without bill?

2. Whether Agency could maintain any “Emergency Quota” for the delivery of cylinder. (Though my turn was in time and I am due to get the cylinder on 15/12/2011 (if not at-least before 19/12/2011).

3. The agency printed two phone numbers namely[protected] and[protected], as emergency service cell numbers. Both the numbers were switched off while making calls. What is the need to have these numbers printed on the bills which are switched off? Does this numbers are supplied by IOL? Are the agencies are duty bound to attend calls on these numbers during emergency? Fortunate that we tried this numbers as a test check.

4. The delivery man Mr. Kothandapani told that he paid extra amount to the agency for the cylinder. Does any of the rules of IOL permits such practice?

5. Any deviation from the date of actual booking by the customer through IVRS to the booking from the point of view of the agency is possible? (In my case the SMS for booking was on 19/11/2011 and the booking as conveyed by the agency was on 25/11/2011).

6. IOL is taking excellent measures to avoid touts and to have transparency in maintaining the booking and delivery of cylinders. Especially the IVRS system is widely popular for refill booking. Under such circumstances, the customers were cheated by the agency showing different booking dates. In this case the refill delivery took more than a month. Cylinder is a commodity which is a scarce resource. It may also be enlightened whether claim of the agency showing different date(s) of booking was right?

Sir, I would like to bring your kind notice that an enquiry was conducted by the DGM, IOL for the complaint lodged by the undersigned on 8th May 2010, against the TAAS Gas Agency, Chrompet for over pricing of refill cylinder and justice was delivered. Hoping on the same line I pray the IOL to act on this complaint.

pls contact the manager, they are very kind enough to ask for any querries..and do the needed acitons...such delivery boys are def. making stupid reasons jus to extract money...if there is a delay due to various reasons...delivery boys are asked to supply the cylinders in emergency..there is no emergency quoto as such...if its the delayed due to door lock...sometimes the the particular area delivery boy might be on leave or due any unavoidable circumstances, delay cud hv been...! be positve..but def. for behaviour of the delivery boy, hv has been warned already...tk cr
