i had recevied a mail from spdcuk, stating that, my mobile no has won200000 gbp, pls let you know about the procedur

help me find out within a week tht is it true or cheat...

Dear Sir, I have received an SMS on my mobile saying that I have won GBP 200000 in the Shell Petroleum Development Company mobile draw . Now personal details like full name, mobile phone, residential address and age have been sought to enable further process of the prize money . I send a mail across to [protected]@live.com and a reply has come from one Mr Philip Pedro whose telephone no is [protected].
Kindly tell me if this is true or cheat . Also if this is a fraud then what punitive action can I take against those perpetrating the fraud .
