Not Receive RTO BOOK — NOT ABLE TO DELIVER SPEED POST

I sent a speed post no.- ED[protected]IN on 8 april at 9 :15 but till 13 april this
parcell was not delivered . It is having my exams form whose last date of submission is 17 april . if this speed post people are not able to deliver i would b in trouble and spoil my 6 months hardwork

An application sended by speed post from khowai(tripura) on 1/4/2010 to annamalainagar (EE[protected]IN). but still it is not delivered. today is 13th april. already it is 13 days but still not delivered. if it remains undelivered i may not write exam. wht to do? i trusted speed post as it is govt service but now i know its value. plzz help anyone.
