Need not to say much about the Pune RTO & the bugging Traffic Polices, for which atleast 1000 people min suffer a lot & the most horrifying things is that who came to pune first time & dont know these ghosts.Let me Start point wise:-
1>Pune RTO office:-
If you anter the RTO office, which is near pune rail station;From the gate itself, a good no of touts & hawkers are there to welcome u cordially inside the premises, by saying that we ll do everything for you.My first question is that..are they paid by Pune Municipal & if not, then why they are allowed inside, to make such vandalisms.Guards are there, only to stand besides them.
OK, then if by escaping from them, u r entering into the office..then u find a blank big hall over there, where everything written in Local Languages, including Staffs working Time periods.As i m very unfortunate, that i came from outside MH, so could nt able to locate the exact window, where i should go for my NOC & Paying Road Tax.After a long period, by asking here & there, when i approach the authority, he directly told me..u self cant be able to do this, u have to go through these touts.This is the only way over here.Then after a long argument of 30 mins, i lost my patience & catch one of the touts, who will charge me Rs1500 for paying road tax.
I am asking one Question to Pune Commisioner, that is this the way, you welcome ur guests!!!
cant any person pay the Road Tax online(Boss we r in the 2nd IT city of india)!!!
Cant the Authority make their own department a suitable work place & a well managed & systematic, by throwing out these TOUTS.
cant the Authority, make the RTO services online for the document processing works!!!
If you r going through teh PUNE RTO website, no information is there, that if you have a vehicle from out side the state, then what should be the procedure to get all papers workd done from authority..Means it simply shows that, authority want bribes from the Touts, which we give to the touts for getting work done...So Bu''..itttt culture...& so frustrating...
2ND THING
2>PUNE TRAFFIC POLICE:-Pune Traffic police launches a so called formality to stay pune Green, that the PUC Card for Vehicles.
One simple Question to Pune Bus Authority..r u checking your buses & holding the PUC Cards.I am sure..u r not, as the Black Fume, they exhale, its simply imbearable.Also the FORCE MOTORS 6 SITTER all over the city, r they really passed PUC Checks..Mr Authority..plz put your head, Nose(To smell), Face(To feel the the conc of CO2 & CO)into right things & catch the right culprit, who is really polluting our Pune City, not the Bikes & Cars.
I dont know, whether my word is going to enter the Authority's earhole or not & whether the subsequent action will be taken by the right authority..or not!!!

It's really a bizare that one have to pay Life Time road Tax everytime he shifts to a new state. It's one India but divided in states & it's all state governments, which are charging people of India, the tax to drive on their roads.
Here is our current law (as I have heard from Agents):
One has to register the vehicle in the new state, once moved & have to pay the Life Time road tax of that state (as per their %). Once registered, the RTO from that state sends some intimation to your previous RTO (where your vehicle was registered before) mentioning the new registration. Then, your previous RTO can refund some 75% of your Road tax paid. But, we all know that how refunds in India works, specially when it should be paid by a govt. body.
Law need modifications:
1) There should be only one body all across India which should be collecting LTT (Life Time Tax). If the states still want to have share of that money then they should internally work this out.
2) If (1) is not feasible for the Govt., then there should be an option to pay a term road tax instead of the LTT (which on an average comes to 8-10% of vehicle value). Life Time Tax covers the vehicle for 20 years. So, whatever tax we pay, it is for 20 years every time. The law needs a re-evaluation & there should be an option for the consumer to pay tax for 2 years only, if he is planning to stay in that state for not more than 2 years.
