ration office — unethical practices

I went to the ration officein Nehru Nagar, Chembur-Kurla, Mumbai to get the registered address changed on the ration card, since I have changed my location in Mumbai. I submitted all the relevant documents including the transfer form from Andheri East Ration Office and the old ration card. The application form was accepted but the clerk returned the old ration card and told me to meet the officer on 16th January 2013. When asked why the old card was returned to me, he said that he could accept the old card since it is punched and that i would be issued a new card. It is correct that I had punched the old card just to keep in my file safely. Nobody at the Andheri Office intimated that I should not punch the card.

In this connection my grievance is :

1. Why I am required to meet an officer after two months when my all papers otherwise is in order?
2. Does it take to complete the formalities two months?
3. Why punching of the card is treated as "cancelled" when the transfer certificate issued by the
original office is attached?

The REVISED MODEL CITIZENS’ CHARTER (JULY 2007 ):
FOR THE TARGETED PUBLIC DISTRIBUTION SYSTEM (TPDS) states :

The State Government shall ensure periodical checking of ration cards to eliminate bogus ration cards and also take stern action against persons found guilty of misusing the TPDS benefits. A time limit for making any additions or deletions in the ration cards will be drawn up by the State Governments as per the chart given below:

1. Inclusion / Deletion of family / members (by representation to Area Rationing Office. (i) Same day on presentation of ration cards with required proofs (wherever necessary) (ii) Within seven days if physical verification is necessary (for additions).

4.Issuance of surrender certificate on transfer of family to other city or otherwise Two working days.
5. Issuance of new ration card within the State (with surrender certificate) Seven working days
6. Issue of new ration cards in case of change of State (with surrender certificate). Two weeks.
