Residential — shade in service area

Dear Sir,

My neighbour already has shade in his house but He doesn't allow me to do so.
He is renovating his house right now. He is going to get the shade new. Any action? I don't want to fight against him. I want him to build his shade and I want him to build my house shade. please provide me suggestion and let me know what is right thing.
