S Tel — Talktime not credited

Hi,
I am a S Tel user since January 2010. On 24-Mar-2010, I received a message from STel which goes like this - 'S Tel ki ore se ab tak ka sabse akarshak local pack, Rs. 99 mein Batein karen UNLIMITED Bihar Aur Jharkhand mein, Offer simit samay ke liye, Val-30 Days'. Now this message does not indicate whether this offer is only for S Tel - S Tel local or all local calls. Going by the language, I paid Rs. 99/- for this pack and when I made a call to a local Airtel number, it cost me as per my previous plan. When I contacted Customer Service, the representative was not in any position to understand or suggest anything. I had to ask him to connect to his manager which he did. After much discussion, the manager asked me if I had checked with the dealer to confirm/understand the plan. (Now, let me tell you the dealer was the most unresponsive and unprofessional professional that I have ever seen, who had to be brought out of their gossip mood to attend to me, talk about confirming anything with them, but that is not what I am here to complain. I anyways stopped taking services of this dealer henceforth).
I tried to explain to the manager that message is very self explanatory and does not make sense confirming. I asked them to refund my money and they refused saying there is no such option available. The result was I have still not got the refund and neither could I make use of that Rs. 99/- Interestingly, I asked them why they cannot publish explict and clear messages. Few days later, got another message about the same pack with much more clear specifications.
Please help. I am suffering for somebody's incompetency.
