Shell — Fraud or ok

I have received a mail from shell oil company London that i have own a lottery which file attach here with
and British diplomat coming here for delivery the amount My duty is to pay him Rs. 19500/- for custom charges
I cant understand that whether it is fraud or ok. I need your co operation.in this matter.
