[Resolved]  State Bank Of Patiala - Derabassi — Refusal to issue cheque book

I have a salary savings account with State Bank of Patiala-Derabassi Branch. My savings Bank account No. is [protected] in the name of Mrs. Geeta Chaudhary since June’2001. I am presently working a Science teacher with Government Middle school-Dhakoli- Near Zirakpur-Punjab

I want to register a grievance against Ms Satya Chaudhary Branch Manager-State Bank of Patiala-Derabassi and authorized official in charge of issue of cheque book for indecent behavior and treating against the basic human rights. I have mentioned complete background and my grievance as per details below.

I have applied for a Bank Loan with “State Bank of India-Sector-17, Chandigarh for Purchase of proposed flat in House fed colony-Banur. The loan has been processed and Bank has asked for 48 cheques in advance before they can release our disbursement.

I went to Derabassi branch of State Bank of Patiala and requested for cheque book on 17.06.2009.They have issued me cheques book of 20 cheques only. When I explained them that I need 48 cheques to be submitted for loan disbursement from state Bank of India the authorized officer of Bank in charge of issue of cheque book informed that we have instructions from RBI not to issue cheque book if that is to be used for repayment of any loan taken from any other bank.

I approached Ms Satya Chaudhary, Branch Manager- State Bank of Patiala-Derabassi and explained her that I need 48 cheques to be submitted for loan disbursement from state Bank of India and requested her to issue balance cheque books containing atleast 28 cheques. Ms Satya started shouting at me and asked to me to explain why I have applied for loan from SBI and not from our bank. When she further asked about the details of loan she explained that.

A. State Bank of Patiala is not financing for the Purchase of flats.
B. House Fed-Punjab has no agreement with them to finance the flats constructed by House Fed-Punjab.
C. The rate of Interest charged by State bank of Patiala is 8.75 % which is higher than rate charged by SBI which is 8%.
D. There are no processing charges to process loan with state bank of India but state bank of Patiala charge processing charges for loan processing.

After this discussion it was clear that my decision to take loan from State bank of India was based upon the above.

We again requested for additional cheque book and she asked us to come again next day as she has to clarify the same from her seniors in bank. I went their next day and made the request. Instead of explaining and treating me like a Bank customer she along with Officer in charge of bank responsible for issue of cheque book used abusive language saying that you people take cheques from us and loan from other banks. I again reminded her of the discussion the previous day but she refused to give the cheque book.

I strongly protest against this treatment given to me by senior official of State Bank of Patiala-Derabassi Branch. The delay in submitting cheques to State bank of India will further delay my disbursement and can also result in cancellation of flat allotted to me which will be huge financial loss.

The bank can also cheque from past records and they will find that this is the first time I have asked for more that one cheque book for the purpose explained above which is a special case.

Owning a flat is dream for every lower middle class person in this country and by giving this treatment they not only trying to effect me financially but also emotionally which is wrong.

The refusal of State Bank of Patiala-Derabassi Branch is blackmail tactics to force customers to take loans from them, which I believe is against my basic human rights and against the banking norms. The Bank can not force me to take loan from them at a higher interest rate and too when they themselves explained they are not giving loans for flats. I believe the concerned official (Branch Manager and authorized official in charge to issue cheque book) owes a explanation on this and they should immediately stop harassment of genuine customers of Bank.

Request your help in getting the immediate cheque book for balance cheques so that I can go ahead with my plan to buy a flat.

The complainant should open an account with the financing Bank(SBI) and get the required cheque leaves from that Bank, because in case a cheque is not honoured by the drawee due to insuffciency of funds, the Bank on which cheque is drawn is to unnecessarily attend the courts.
