Student — delay post always

...i am shatrughan saini vill & post-kulanjan, Via-Daurala, distt-meerut, U.P.250221
I have applied in Sechai vibhag in november 2008.They send my call letter by speed post (From Meerut cant ho <250001> counter No:2, op-code:00)SP EU[protected]IN on 06/02/2009.
and i recevied my call letter after Eight days on 14/02/2009.but my interview was on 13/02/2009.so i can not attend my interview. Always the post master delay the all post & fire the post, many complains of the villagers, but no action on it .I request to you please enquary on it.and solve the prob.
