Tata Docomo — Sim Card not yet registered

Hello, My name is Santosh and my number is [protected] I got this number from my relative.He said that he'd get the sim card registered and thus gave me the sim. But now the dealer says the sim can't be registered.So I thought of getting it registered afresh.But the main problem is that thinking my sim would be registered I used a security password on it and my sister happened to enter the code thrice and now the card is blocked.MY SIM IS NOT YET REGISTERED AND MY CARD IS BLOCKED.So please tell me where do I have to register this sim card afresh and then unblock it. Thank you.
