Tata Docomo — Tata sim not activated

I m Gaurav shakya, I have a strong compliant against this Tata docomo....

I purchase a Tata cdma sim ([protected]) on 23 Nov 2012 but sim is still not
Active. For that reason I complain to Tata customer care but they do noting to activate that sim.
I called the complaint helpline no: 198. But there was no proper response and they are disconnecting the call..
I go to tata website but there is no complaint register page .this is the link of that site…

This is a major problem that they are not satisfying their customers..
