Tata Photon Whiz — Dial Connection Not Completed

My Tata Photon Whiz Internet Connection No. is [protected], purchased from Haldwani (Nainital), Uttarakhand. Now I have shifted to Jaipur. The device is not working, although signal strength is good: on taking the option of "connect", it shows the dial call is not completed. The helpline told that activation is required.
