Umesh Patel — PCC requirement

Dear Sir,
Passport office is refusing to issure PCC as required by American consulate for immigrant visa family catagory even when police verifacation certificate along with checklist recieved by us showing the purpose of PCC.
In Nagpur they issure PCC immidiatly whereas in Ahemdabad they haress us for the same, I want that authorities should display the guidelines issued by MEA to applicant as I feel regional authorities are taking decision on their own.
