[Resolved]  Voters ID — Spelling mistakes

Respected sir,

I have been working abroad for the past 9 years. recently i wanted to bring my mother-in-law to my place to take care of my new born baby. She is a senior citizen of India and has got her passport(issued befor her marriage) but was not renewed, so she had to visit one of the passport seva kendra(thirunelveli) which is 100KM away from my place. Authorities asked for 2 valid present address proofs. she submitted her family ration card and her voters Id (she does not have any other documents). her application was rejected as her name is wrongly entered in the card. my question is this...
1. whom should be blamed for this?
2. what is the remedy for this?
Please advice me..Its urgent...I and my wife strugling with the baby without any support.
