Consumer Court — Money didn't refund to my account

I had made a payment on 29 June to Legal forum ( consumer court) two times around 2358.82 each time . But they do not received first payment so they say do the payment again the first payment should be refund in 3 days . But after that the money haven't refunded . I also contact to Google pay customer care they said the amount had been delivered to the merchant. The merchant is saying please contact to your bank or Google pay.
