Credit Information Bureau India [CIBIL] — wrong information by scb to cibil and supported by cibil

I had a credit card with Standard Chartered Bank way back in 2004 to 2009. As I lost my job and struggled for 1 year to get a job as I couldn't pay the dues of Rs.12000/- in 2009 and when I settled down in 2013 I did repay to all the Banks, but this SCB credit totally got out of my sight. In 2015 SCB had written off my account and given a wrong information to CIBIL by mentioning a 15 digit account number (which is not my credit card number) that there is a default of Rs.3.58 lakhs from me and I have opted for a settlement EMIs from May 2015 to April 2018 and not paid even single EMI. As I had no idea of CIBIL rating, etc., i didn't worry, but when I opted for a loan I came to know this was present in my CIBIL account. I was shocked and filed a dispute with CIBIL on 13th August 2018 (I paid one month subscription to check credit score) and CIBIL informed that account was not mine and removed it from my CIBIL account. Suddenly on 12th September 2018 (when my subscription got over) it has been reinstated saying that account is mine and CIBIL informed I should get it resolved with Bank.

I sent a mail to SCB customer care division and received an initial reply there is no such account available in their database and requested for my PAN. I once again requested them to check with that account number they somehow got the lead and started to force me to pay Rs.3.58 laksh. I have been asking them to share the EMI details which they informed CIBIL that I have defaulted. They are not able to produce anything. Instead they have sent 200 Credit Card Statement from 2007 to Sep 2018 for the credit card which was written off in 2015!.

I escalated this to CIBIL they once again informed they will only go by SCB's statement and they dont have the law to check the correctness of the information provided by Banks. I dont know how they can rate me with wrong information. Moreover SCB is not worried to resolve my issue repeatedly telling me to pay Rs.3.58 lakhs. They are not committing on the EMIS and wrong information given by them.

Now, I don't know how to proceed and struggling.
I Need somebodies help to get out of this problem.

SCB & CIBIL should be punished and I am ready to repay the correct due to SCB.

Can anybody help me out please.
