CSC — Refund not Initiated for failed transactions

I recharged airtel with Rs 49 then balance got deducted from my wallet but customer number not recharged so I refund money to customer for failed transaction but after 34 days CSC e-gov till not refund to me. As on 12th September I recharged a Jio number with Rs 599 and same thing happened transaction is failed but wallet amount got deducted and also no refund received. So I call on [protected] and the responsible person holds my call 3-4 times and told to me that she is forwarding my call to HQ but after a few minutes call get disconnected by their end . So I call again and now they give me new excuse (Before It they tell me on 10th August recharge section is looking under Mr Manish Sharma) but today they deny and tell me to write mail to [protected]@gmail.com. So I tell them I already wrote but they tell me It is a mix mail and they need separate mail for each problem.
They also deduct 2 times for a single printout for PM-JAY scheme. But till now no refund is received for any transaction.
