Delhi Development Authority [DDA] — Permanent obstruction in stair case

I reside in DDA Flat No.650, Ist Floor, Sanjay Enclave, Jhangirpuri, Delhi-33. The resident of house no.649 Sanjay Enclave, Jhangirpuri Delhi-110033 has fixed a door in the common area and the way going to the stair case causing a problem/permanent obstruction to the entrance of stair case and also remove the water pipe of my house gallary by making unauthorized construction/addition to their ground floor. On request they have refused to co-operate. You are requested to please inspect the site immediately and get the gate removed so that myself and others also may may not suffer for entry to the houses.
