Delhi Development Authority [DDA] — refund for surrendering flat

I submitted a refund request form on 09/01/2018 (Flat surrender form) with all the requested documents by dda and at that time i was informed by clerk that it won't take more than a month for dda to issue the refund but now it has been 3 months but did not get the refund. I have visited dda vikas sadan (Ina) several times but no one is really willing to take the responsibility of checking the refund status and they have no clue about the deadline as when i would receive the refund.
