Delhi Jal Board — dirty & black coloured water

Hi sir
We are residents of dwarka mor, bhagwati garden, a-52 house
We have been receiving continuous black coloured water which smells very badly. The water is causing a lot of mosquitoe infestation which will definitely cause a lot of diseases, this is not at all healthy and one of my roommates has got dengue fever due to the same (The water is causing a lot of mosquitoe infestation.)
