Delhi Jal Board — excess bill charged, refund demanded for ~ inr 1.2 lacs

Dear sir, madam

My name is ahanjit champati and i have a house in dwarka, sector 9 pocket 1. New delhi in the name of my wife ms shabina champati. We have been staying away from delhi since feb 2015 in mumbai post my transfer and my house was on lease.

During this period y jan 2015- oct 2018, we never received a single copy of any water bill from delhi jal board. It is only upon my tenants insistence was a copy provided in sept 2018 at djb office

To our utter shock the bill amount was inr 158060, which had a significant amount of accumulated arrears in form of late payment surcharge (Lpsc) over 4 years.

My biggest mistake, that i paid the outstanding amount upfront on 28th september 2018. My intention was to pay and claim the excess bill later, and avoid any further lpsc, which clearly was a big blunder. Sir, i stay in mumbai and just don’t have the time to come and meet djb officials in delhi and fix the water outstanding bill. However later i was appraised by the society president that most residents had faced simialr issues of non receipt of bills & inflated bills with lpsc.

I was advised to contact djb je, mr lk verma on 30th sept and he further guided me to speak with zonal revenue officer ms vijay laxmi @ [protected], room no 122-123 sec 5, dda office, dwarka. Upon contacting her on “phone”, she first gave be a big lecture and ensured i feel guilty of making the payment which was due for 4 years to djb. I didn’t have much option but to only feel bad sitting out of mumbai. She later asked me to contact ms kavitha (Her junior) and a request letter for excess refund was submitted through a friend on 15th sept.

I was only told after a month that i need to fill a different form with long list of documents. The name of owner as per djb was ms veena sablok who was the first allottee of the apart ment however the house was in the name of ms shabina champati.

To fix the ownership details, an entire set was handed over to a junior employee mr ravi in oct 18, who perhaps the only person who has done some progressive work in changing the meter and proceeded with documentation.

My wife later went and met ms kavita, instead of helping her, she became a victim of sarcasm by djb officials. I will quote the joke made, “ madam agar sir ji ke pass itne paise hain, thode hume de dijiye “, this was extremely humiliating and am not sure how will you rate this as “ customer service”. This was disgusting

Its been now close to 7 months, neither have i heard from anyone, nor have i received any update.in my view i should get a refund of atleast inr 1.15 to 1.2 lacs, as water bill for 4 years should at max be inr[protected].

I am now told that grievance through this channel works faster and aap govt has been quite cooperative to listen and solve public grievances. I simply believe that what happened to me was incorrect and i just did a job of a good citizen to pay outstanding payments. Kindly help me regain my faith in the system to instill some confidence back.

I enclose the copy of the bill and invoice of credit card payment.

I have not heard anything since the complaint has been lodged . As per DJB officials advice I have done everything possible and My wife travelled in person to meet the officials but in vain .

1.2 lacs rs is a big amount and the government officials have been giving no heed to my complaints . Am not asking for compensation, all am asking is for the excess funds paid . I really regret paying the entire bill amount and learnt a lesson and will never pay any bills ( if found incorrect or inflated ) in future . Really sad
