Delhi Jal Board — huge billing

I am receiving huge bill for my connection no [protected] installed at f51, laxmi nagar. East delhi. My flat is vacant and locked for almost 18 months. Even meter was also stolen in august18. New meter was installed and reading is still nil. But bill has accumulated to 75000 and not corrected despite many complaints.
Kindly correct the bill.
