Delhi Jal Board — Huge water bill on closed house

Sir i stay in C1/14, Upper Ground floor, KH.No 520/521, Block C1, Rama Park, Uttam Nagar, Dwarka road. New Delhi 110059.
DJB has served huge water bill on my closed premises where no one stays for more than 18 months and before that also it was occupied for 5-6 months in less than 3 past years.
Middle men are asking for money to get the case solved which i dont want to pay. Plz help you can also access my electricity bill from BSES department or else I can share on email as an evidence that no one stayed in this house for more than 4 years.
