The flat is not in use due to dilapidated condition requiring major repairs as the building (In which my flat is a part) is under dispute among the legal heirs and the case is pending in delhi high court. Hence no repairs and maintenance is done to the flats occupied by tenants and it is dangerous and risky to live there. Being a very senior citizen and widower it is not advisable to live alone without carrying major repairs to the ceiling. As such i am forced to live with my daughter though i am paying the rent regularly depositing in tis hazari court. On the basis of my representation in the past and as per my letter dated 22.8.2014 (Diary no.2193 dt.22.08.2014) the zonal officer was good enough to treat me in the category of a consumer of zero consumption and accordingly bills for the periods 18.11.2014 to 5.2.15; 5.2.15 to 3.5.15 and 3.5.15 to 26.6.15 were prepared indicating zero consumption of water. I was also informed on 22.8.14 by the then zro that being a very senior citizen need not take the trouble of visiting the office on this account as all future bills will be raised on this basis. I was out of delhi for about three months from sept.2015 till november 2015 and quite to my surprise i received a message through my mobie phone [protected] that an amount of rs.3774/ is due from me which is totally incorrect and unjustified as it is against the assurance given to me in person on 222.8.14. Further no water or electricity is consumed as i did not reside in the premises.in my absence the legal heirs have removed the water connection motor and also blocked the passage to my flat with almirahs and the approach to water connection is also not free.in view of the above problems my visits to the flat to check my belongings are also restricted. Since i am one of the oldest tenants of late parameshwari devi the owner of the building i do not wish to lodge police complaints unless it becomes absolutely necessary when i move to the flat after repairs. Under these circumstances the raising of bills arbitrarily by the department in spite of my protests conveyed by complaints lodged since 15th. N0v.2016, 22nd march 2017 followed by a reminder on 5th april, 2017 remains unsolved till date which to say the least is quite unjustified. I would therefore request you to look into this matter on top priority basis and cancel all the wrong bills raised on the basis of assumed average and treat me as consumer of zero consumption of water as has been followed and promised. From last 3 days we are greeting very dirty water supply in Block-13, Geeta colony. Even we are not able to reach customer care. Water is so dirty we can’t use it in daily purpose.this water is so stinking even animals can’t drink it.
