Delhi Jal Board — Not work properly

My father giving the first application to convert the commercial connection into domestic in 20\4\2010 but there is no action taken by them. After that i am giving the application more than 4 times. last application submit on 1\4\2015 but there is no rply. still bill is running as commercial rate which is unble to pay by me. k no- [protected]
