Delhi Jal Board — too high bill despite replacing faulty meter

My connection number is [protected]. The bill that i received for nov 2018 in december 2018 was rs. 7320/-. On checking the meter, it was deemed faulty by a djb plumber and he replaced the meter. The paperwork was submitted to the office of djb vasant kunj. Now i am still handed a bill for rs.8650/-. Why is that? If the meter was deemed faulty then why do i have to pay such a high bill for a faulty meter reading? When i called 1916, or went to the djb office, they are saying that it is aggregated payment... What does that mean when i have been paying every single bill that has been presented to me? I refuse to be penalized like this for a faulty billing system being followed by djb and its callous attitude towards the consumers.
