Delhi Jal Board — Water bill on regular basis not on reading basis/wrong bill

My new key no is [protected] & address is 40Z, XYZ GOVT QUARTERS chitra gupta road paharganj New Delhi-110055.I have changed my water meter on 15/09 /2015 & submitted proof to DJB office tibiya college & also met ZRO on 26/09/2015.He assured me that next time your bill would be on reading basis.I have already paid bill upto 14/09/2015.On 15/09/15 my meter reading was 0000, 0n 28/10/2015 my meter reading was 0019 but again they send me bill of regular basis of Rs 803 for 33 units which is totally wrong.
