Delhi Police — complaint regarding rent and broker

I rent a house through a broker who gave me false information that the light fee was of govt's and he charge 4000rs as broker fee and tonight the care taker came to collect the fee and everything turn out different... We argued for a long time and the broker denied the fact that he lied to me ..I know its a small thing that can be resolve by giving them the fee but I want to file a complain so that he will not continue this kind of fake job I'm sure he might have fool many people before and after me and I want the police to stop him
