Delhi Police — Police behaviour &Mobile theft

My mobile is stolen near hasanpur village bus stop at 6:50 on 13 feb. I am in on the way of near my room .i see petroling car of police.i went near the car and ask for help the police man says i can't help you .go to cyber police station. And then i go to cyber police station where a lady police tell that where is your phone stolen go nearest police station or cyber cefe to report .
What kind of behaviour such police is.
Police system is making for helping people not to trouble them more.
They not heard any thing and not wrote fir for my mobile stolen.
If this complaint do something is my last hope for police system
