Delhi Traffic Police — complaint against asi raj singh( id no - 1004/t)

Dear sir/madam,

This complaint is regarding incident on 05 Mar 2018. I was travelling with my wife in my Suzuki A-Star car from noida towards delhi cantt. At around 1210 hrs, while travelling on Panchsheel Marg near Chandragupt Marg crossing, as i was about to pass the intersection the traffic light turned from green to yellow. I continued at same speed of about 40 km/hr as i was too close to the intersection & if i had applied brakes, the car would have stopped in the middle of the intersection blocking the crossing. I crossed the intersection while the traffic light was still yellow. After moving about 50 mtrs i was waved to stop by Constable Sushil Kumar ( ID No. - 1653/T). I pulled my car to the side & stopped. On asking him the reason for stopping me, i was told that i had crossed the intersection on yellow light and i should have stopped. I tried to explain him that if i was almost at the intersection when the light turned yellow & if i had applied the brakes the would have stopped in the centre of intersection blocking it & i had not broken any traffic rule. At this point, ASI Raj Singh ( ID - 1004/T) who was standing close by intervened & asked for my Driving License. I asked him the reason for the same as i had not violated any traffic rule. On this he replied that being a traffic police officer he has the power to check documents for any driver & i cannot refuse. I handed over my Driving Licence to him. He checked all tbe documents for my car including RC, Insurance & Pollution Control Certificate & all documents were found valid. After checking, he said " Challan hoga to batao kya karna hai? " to which i replied all documents are valid & i have not violated any traffic rule so why challan. He did not listen to me & started preparing challan. He said 4th April is hearing date in Patiala House court. I told him i am in merchant navy & i will be joining my duty around mid March & requested him if the date could be preponed before 15th march. To this he replied, " Date miss karoge to court se summon aayegaa fir jaana". He asked me to sign copies of challan which he had prepared for Red Light Jumping. When i saw that, i told him that i will not sign since he had prepared a false challan. At this he got irritated & said " Zyada hoshiyar ban raha hai, ja tere sign ki zaroorat nahin mujhe" & wrote refused to sign on the clallan. I asked for a copy of challan which he gave me & told me to collect my license from Patiala House court on 04 Apr. It is disappointing to experience such incidents of misuse of power by Traffic Police officials without any valid reason causing unnecessary inconvenience to resposible citizens. Hope this matter will be looked into to prevent such incidents from happening in future with fellow citizens.

Please note that i will not be in india due to my work commitments from around mid March until Sept end & therefore won't be able to attend my court hearing date on 04 Apr 2018. However i will get in touch with Delhi Traffic Police Headquarters & Patiala House courts to get back my Driving Licence once I am back in india.
